CONFIG_X86_IOPL_IOPERM was disabled. This is enabled by default in Debian, I 
was running a custom kernel on Debian and didn't check the GRUB boot order. If 
this switch ever gets disabled or disappears in the kernel though, LinuxCNC 
will not function. IOPERM and IOPL is considered legacy, but Debian keeps the 
dinosaurs around so this shouldn't be a problem any time soon except maybe on 
sid/unstable.

I really appreciate the help everyone but this issue has been solved awhile 
ago. I don't want to cause further confusion on this problem so please 
disregard this thread unless you build your own kernels.

When I make the LinuxCNC ebuild, I'll have it run several checks to make sure 
the PREEMPT_RT kernel config is properly set on Gentoo systems.
