Europe has eliminated 'approvals' in almost all cases where they are not essential. The manufacturer need only do an *assessment* of a product that appears to have no safety and/or EMC issues, and record the conclusions of that assessment. For the products I deal with, the assessment takes about an hour usually, and maybe 15 to 30 minutes to write the formal report.
