Someone may have already produced one that has lower leakage, but you
won't get near-zero leakage, which is due to capacitance between the
winding and the core, unless you can get one with the core not grounded.

You can reduce the leakage with a grounded core by increasing the
thickness of insulation between the winding and the core. Not difficult.
