Japan, as the rest of Asia, seems to take longer to adopt the latest version
of the IEC60065. You need to check the table in the latest CB bulletin to see
which version of the standard a country has adopted.
 
We had the same issue with the 5th and 6th edition. Japan had not yet adopted
the 6th edition so we asked TUV to do a CB report to the 6th edition and add
the Japanese National Deviations from  the 5th Edition as an appendix to the
report. This worked for us since the changes between the 5th and 6th edition
did not impact our products so it was an feasible option.
Also since the PSE Circle Mark is a self declaration there was no fear of the
report begin rejected.
 
You do need to be careful as sometimes the new edition of the standard will
relax the requirements. One example is the 6th edition requires a power switch
in some cases while the 7th has deleted this requirement for a detachable cord
type product. Some countries still following the 6th edition may have a
problem if you do not have a switch if required .....
 
There are transition dates for EN standards listed in the latest amendments
but I don't believe this is the case for IEC
standards..............................

Look at CB Bulletin 107A for any Japanese deviations to the 7th edition.
 
Look at CB Bulletin 105A for any Japanese deviations to the 6th Edition.
 
Look at the CB website to see if the 6th edition has been withdrawn.

I don't think so.

After all, we must comply with the national regulations.
If the regulation require compliance with the older edition
of the standard and/or the standard with national deviations,
we must use the required edition, I think.

If your product is covered by the DENAN Law, standard specified by
the Law should be used - in this case, J60065 would be applicable.

I think most of the test result for 7th edition would be effective
also for 6th edition (and J60065), and you have chance to show
that the product complies with the requirements mainly through
desk check, and with few or no re-testing.

In my opinion only.
