If i do understand your question: That is why you need a technical file, several of the radio test cannot be applied to a modem, so it is exempted for technical reasons. It will need to operate while testing your system, and also during radio EMC tests. Your risk analysis will show what are your possibilities. And yes, it applies for RED, as a component in a radio (system).
