emc has an X tool offset for lathes, but doesn't presently have a Y tool offset.
Adding a Y tool offset involves touching a lot of code, from the tool table parser to the interpreter to the user interfaces; it's not to be undertaken lightly. If someone contributes a patch we'd sure look at incorporating it in a future version.
