'Conformant' apps (wrt illume2) basically are windows that already account for the indicator/softkey windows in how they position their widgets...ie: a 'conformant' app knows where the indicator/softkey windows are, and moves it's interface widgets to account for that so that the apps interface is not blocked/hidden by indicator/softkey. (read: It's not a cheap way out for 'not resize when keyboard shows').
