The following:

   <!-- Define a layout -->
   <Layout>
           <Menuname>Testing</Menuname>
           <Separator/>
           <Menuname>Testing2</Menuname>
   </Layout>

Is what allows you to specify the order you prefer.  Without a "Layout" 
section, it is sorted alphabetically.
