Have you played with your Poll timer on that problem AP? You can't release that AP from the backup controller to go back to its primary? Can it take on clients while on the backup controller? Sometimes when an AP is twitchy I just ssh to it and do a "set factory" and blow it out of the controller and just set it up from scratch. Have you tried that?
