Although I seem to remember the problem going deeper than that 
because there was something about a lockfile that wasn't getting 
deleted, making the modem script think the modem was already in 
use.

I can't remember if I solved the problem by making a symlink named 
/dev/modem to /dev/ttyS0, or if I had to change permissions 
somewhere so that a lockfile could get deleted.

Try this and let me know if you still need help.  I have friends 
at RedHat and can prob'ly get the answer eventually.
