Uhm... on the main europython site there is (as far as I can tell) no link at all to the call for papers or submission form (despite 'call for proposals' being part of the main heading). You have to click on two further links (neither in the main content but in the sidebar) to get to them. (So a lot more obvious is the answer to your question - unless I'm missing something obvious, which has been known to happen.)

The main headline on the PyCon UK site is: "PyCon UK 2008 - 12th to 14th September 2008" (the page title also has 2008 in it which should be removed). A change similar to the following would make it look less like a defunct website:

Join us at EuroPython 2009
