Well then, like I said the problem is not her machine, but the
technology in general, and her mailbox.

If she has over 8,000 Items in just her Inbox alone this is going to
cause performance issues, and also open her up to other mailbox related
problems. 

Most people recommend not going over 5,000 Items Per Folder.
MS is not going to guarantee or support Cached Mode Problems when the
user has a 2GB mailbox with 5,000+ Items in one folder.


Seriously now..

        Clean up her mailbox and create sub folders. Make sure one
folder does not have more then 5k Items.  Total Storage size of 2GB is
fine in most cases.  Then tonight perform and Offline Defrag of her Mail
Store to get rid of any whitespace etc. If this doesn't increase her
performance then well attack another avenue.

I read your response- and as I mentioned ALL users are in cached mode-
and
ALL users have the exact same configurations-no tweaks were made to any
machines- but only HER email account has the delay-

The OST is brand new on the machine I gave her yesterday as it was a new
machine- her mailbox is 2 gigs and she (like most people) have well over
8000- items

Did you read my response?  CACHE MODE SHOULD HAVE A SLIGHT DELAY THIS IS
NORMAL.

        Try tweaking the Cached Mode Update Frequency.

        Rebuild the OST File and/or repair it.

        How Big is the Mailbox, are there any folders including the
Inbox that      have over 8,000 Items.

So after further testing- using 3 different pc's  2 with outlook and one

OWA - it appears that the message is delivered immediately - and I check

OWA and it is there - but yet on both outlooks on each machine it still

Yes all machines have the exact same config  xp sp2 outlook 2003 word as

Cache Mode or Non Cache Mode, I would need to know for both users you
are comparing.

By default I believe Outlook 2003 has something like a built in 30
second delay when using Cached Mode.  This is on purpose so that the
Outlook client is not pounding away on the exchange server obsessively
looking for new emails.  So sometimes emails may take 30 seconds to show
up other times it may seem almost instant, again this is normal for
cached mode.  You can also tweak these parameters to be more aggressive.

Cached Exchange Mode synchronization timing: To provide a good balance
between usability and network efficiency, the timing of synchronization
communications between Outlook 2003 and Exchange Server 2003 has been
optimized by using synchronization timers.

You can change these synchronization timer values by creating and by
modifying the following registry keys and values under the
HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\11.0\Outlook\Cached
Mode registry key:

   1. Upload=dword:0000000f (default is 15 seconds).
   2. Download=dword:0000001e (default is 30 seconds)
   3. Maximum=dword:0000003c (default is 60 seconds)

The following features depends on network access and hence it can cause
delays in Outlook (Cached mode) unless users have fast connections to

   2. Opening another user's calendar or folder
   3. Using a public folder that has not been cached

   3. Multiple Address Book containers

In a typical scenario, the Address Book contains the Global Address List
and the Contacts folders. Some organizations configure subsets of the
Global Address List. These subset address books are displayed in the
Address Book. These subset address books can also be included in the
list that defines the search order for address books. If subset address
books are included in the search order list, Outlook 2003 may require
access to the network to check these address books every time that a
name in an e-mail message is resolved.

Outlook 2003 add-ins: Remove Third-party add-ins if any. Sometimes
third-party add-ins interfere with Outlook and cause performance issues.

Fine tune the Client-side rules such as:

   1. Remove any unnecessary client-side rules.
   2. Click the Stop processing more rules option in the Rules Wizard.

We have a user- outlook 2003 sp2  exchange 2003-

She has about a 45 second delay when receiving emails from anyone in the
office- we first attributed it to her slower than molasses pc- but today
I
gave her a new pc and she still experiences those delays and we are only
30
people in the office-

We did a test with her cubicle neighbor , when she sent it , it popped
up
right away at her neighbors machine - when her neighbor sent it, it took
about 46 seconds to show up in her outlook

Any thoughts?
