First I'd have to ask, when you say "no cached mode", do you mean that the
checkmark does not appear, and/or that there is no cached mode OST file
created?
Two shots in the dark: first see if the affected user(s) might already be in
the old timey Offline Mode with a pre-existing OST. Second, the affected
user(s) might be what 07 calls Legacy Mailboxes.[1] If that's the case the
07 help provides step by step instructions on converting them to full 07
mailboxes.
[1]I believe that a mailbox created in ADUC after 07 is installed is also
considered Legacy.

I relaunch outlook and guess what , no cached mode- I also tried it from the
