I need to allow certain users the ability to create accounts and mailboxes 
within O365, and to license them.  I don't want to use the Global Admin role.  
So, I assigned Exchange Admin, and Billing Admin.  I was told that Billing 
Admin would be able to assign the licenses, but apparently that's not the case. 
 Does anyone know what role/rights are needed for the licensing piece?
