The hosting company I used to work for built a monitoring system that
did exactly this, and much more. It tracked about fifteen TCP/IP related
statistics between our six data centers and the various regions of the
world. It also had a great web server log analysis function that would
use time deltas to point out performance bottlenecks in the application
server code.

The system is still in use, though it now monitors the corporate WAN.
