I don't know about any universal code to fit any monitor, but if you put all
the contents of your webpage inside a table and set the table to 95% width,
then it'll be liquid and will stretch or shrink to fit the browser window
(some people don't run their browsers full screen).

And it's not the physical size of the monitor that matters, it's the
resolution that it's set for.  You can have a 15" monitor set at 1024x768 and
so the page will be very wide and tall (the text and graphics will be tiny
tho) and you can have a 19" monitor set at 640x480 and the page will be very
short and narrow (the text and graphics will be huge).  It all depends on what
the user has selected which varies according to the factory defaults when they
bought it, their own personal preferences and any visual difficulties they may
have.
