The droid package does not declare any japanese-specific rule, so the "if japanese, use me first" rules in the ipa packages should take precedence (didn't check they were actually there, I just know they're not in droid) Does it change if you try LANG=ja_JP.UTF-8 fc-match lang=ja_JP or LANG=ja_JP.UTF-8 fc-match lang=ja-JP ?
