using the term "redhat distro" may be confusing.

If you are speaking about RHEL (Red Hat Enhanced Linux) or other Red
Hat product, then you should ask for enhancements through the
support channel you are paying for.

But if you were asking for inclusion into the community developed
distribution, Fedora, then the best way is to join the community and
add the package yourself.  The necessary informations are available
on the wiki on web fedoraproject.org.
