Thanks for the update. Your preliminary investigation has confirmed my
initial suspicions - this was a nasty bug and would be difficult to fix.
(Not to mention diving down into and learning the intricate workings of
maven.)

Yes, I too have seen this bug manifest in a plugin that I wrote that
uses zip packaging. 

This is not the only 'multi-project build killing' bug affecting our
(Felix's) OSGi plugins. Check out:
