If I build from /home/myuser/festival, then I have to add it to the PATH in order to use it, and it's not usable for all the users. Even if I do "make install" as root. Also, are binaries hard-linked in any way to the place I compiled them? Is it possible to move the shared files and the binaries from the build folder to another folder with "mv" and delete the folder I used to build the program? And the same questions for speech-tools.
