We should discourage fink users from installing Xcode 8 on 10.11. Apple pulled the 10.11 Command Line Tools package at the last moment because they accidentally were distributing the 10.11 SDK installed in / rather than the 10.12 SDK which is required by the Swift 3 compiler. It doesn't appear that this will be resolved for the Xcode 8.0 release.
