I "enabled unstable" following the directions under Q4.8 at http://fink.sourceforge.net/faq/usage-fink.php#unstable, and was then able to install gnuplot via fink commander.
I have not had any big problems, which suggests that the release is in fact mostly stable for 10.3.1, insofar as I've tested it (I do use it a lot).

I use 10.3 and will run gnuplot. I found not gnuplot on finkcommander,
why?
Can I use gnuplot for 10.2 version?
