The machine that had the problem probably had never used GnuPG before the update (Its a minor backup machine). Per suggestion, from this list, I have since removed the ~/.gnupg folder and replaced it with one after the upgrade from my primary machine. It works now but I have no info about its prior state. All I can say is that the update worked with no ~/.gnupg

This is GnuPG failing when called by gpgme.
Does your GnuPG work stand alone ?
(I am the maintainer) and it updated fine on 6 different systems , both
using gnupg and gnupg-testing
