OK, it is clear from this that in your case the build process finds the 
system tcltk instead of Fink's. Why this is so, I don't know, could be a 
problem of your PATH setting or an incomplete installation of the 
tcltk-dev package or something else.

But in any case, there was also some strange code in the sqlite3 package 
description which I have now fixed. Your next selfupdate should bring 
you the fixed version. Please try if this helps with your build problem.
