It's a known issue, and has been solved in CVS in libmpfr4-3.1.0-2.
Unfortunately we're experiencing an unresponsive rsync mirror right
now on a computer where we don't have administrative privileges.
For the time being, you can work around the issue by editing
/sw/etc/fink.conf as a superuser and set your rsync mirror to one of:
rsync://hnd.jp.asi.finkmirrors.net/finkinfo/
rsync://ber.de.eu.finkmirrors.net/finkinfo/
rsync://ams.nl.eu.finkmirrors.net/finkinfo/
