While a fix goes into distribution, you can copy the file /sw/fink/dists/stable/main/finkinfo/devel/po4a-10.11.info to /sw/fink/dists/local/main/finkinfo/devel/po4a-10.12.info, and edit the Distribution: line near the top to read 10.12.
