Yes, it would be up to the app author to define that the DB for this app should have an alias with GUID so-and-so. It might even be possible to define a family of apps or an app with several DB:s so that multiple aliases have the same GUID. In that case, this app would probably filter the list of aliases based on its GUID and list only its own DB:s. E.g. for a bookkeeping app, it may specify that it's DB:s have GUID "X". But there may be multiple DB:s e.g. one DB for each company or client. The app could then list which DB:s are available, but filter to only show those with GUID "X". I'm not sure this would be very useful. It was just an idea...
