The rdb$set_context and rdb$get_context functions expect and deliver varchar
parameters. These are always of character set NONE, independently of the
default character set of the database.
Context variables should be stored in the default character set of the database
or UTF8.
Until that is fixed, there should be a mention in the documentation that
context variables are not aware of any character set at all.
