They should match. To save (under some circumstances) extra client/server roundtrip isc_dpb_user_name is also sent by client as CNCT_login. But (unlike DPB) CNCT block is not protected by network encryption. Therefore login name is sent once again as isc_dpb_user_name and server checks for them to have same value.
