Here is what I am doing:

1) Right click on Firefox tab bar. Try to have just one tab and click next 
to the "Open a new tab" button ("+"). Then pick "Customize" 

2) Or display the old Firefox top menu (instead of the orange top-left 
button) and pick: View -> Toolbars -> Customize

3) If Firebug's start button (a toolbar button) is not on a toobar or 
add-on bar then it should be in the Customize dialog

4) If nothing above works, something weird is happening to your Firefox, I 
would recommend to create a new Firefox profile and install Firebug again.
