That's really weird.

I was about to fire off some sarcastic remark, and include a link to the
docco, but the online docco I just looked at only gives the full syntax
for the "ip nat static" command in some deeply buried documents. Hello?
Cisco? You've gone nuts.

Here's the magic command:

ip nat inside source static tcp 172.21.1.3 23 195.103.21.3 10200
extendable (no-alias)

I'm off to write to Cisco and ask them why they've broken their
documentation.
