 A concern I had when reading the Rule Book was that it leaves the
 ridden and driven dressage rules up to the AHSA rule book. Somebody
 please correct me if I'm wrong, but I believe that the AHSA addresses
 only FEI level competition in dressage, leaving the definition of
 lower level tests to the USDF and ADS respectively.

 Is this a rule book or a draft of a rule book? Why would the BOD
 issue a book that was only a set of "suggested guidlines"? Why can't
 they take a stand and say "THESE ARE THE RULES"? Then, right or
 wrong, everyone would know exactly what to expect in Fjord shows.
 There need to be hard and fast rules, and a formal method of changing
 those rules. Do we have that yet or are we still groping toward that
 end?
