No....it is just stating what is preferred.  It would not make sense to give
a horse a low evaluation score based upon what was done or not done to it's
body or facial hairs.  The evaluation scores are based upon the overall
quality of the animal, not cosmetics. At a horse show, cosmetics (correct
grooming presentation) could be a factor in placement.  We have a young lady
near us who shows a Fjord in 4H, and was marked down for cutting the
whiskers around the muzzle.  The judge was aware of "preferred" grooming for
Fjords.
