The LangRef is not available as a PDF, but you can download a ZIP that includes the HTML files here:
http://livedocs.adobe.com/flex/3/flex3_documentation.zip You can request them locally once you extract the HTML. The effort to convert the lang ref to a usable PDF would be considerable.
