Might as well ask why is the sky blue. This is is not new. HTML no-cache headers have not worked for any embedded assets, including quicktime or any other files, since the first browsers were first able to use applets and other media over 14 years ago. It's just the way it is. And the fix is easy enough using javascript, so quit whining.
