I was not setting /environment/weather-scenario to anything, but it 
defaults to fair weather.  If I reset it to none in the gui, nothing 
changes.  If I restart fgfs after changing it to none and applying this 
change, it restarts with fair weather.  It seems to me that the default 
should be /environment/weather-scenario=none.  One should not have to 
include
--prop:/environment/weather-scenario=none.

I tested with this property set and it does allow my other 
/environment/clouds/layer selections to be implemented.
