Be brave, GIVE IT A GO!, as an Australian might
say ;=))

First TerraGear is a set of command line 
'tools', not a single program... it consists
of a suite of tools like :- 
demchop, fgfs-construct, genapts, gshhs,
hgtchop, noaa-decode, ogr-decode, 
shape-decode, srtmchop, terra,
terrafit, tgvpf, etc, etc...

As far as I am aware, CVS TerraGear no longer
compiles, unless you use a very OLD SimGear CVS,
at least PRE-OSG...

And terrgear-cs (git) will only compile against
the simgear-cs (git) repository source... this
is what I have been using...

What particular airport is your main area
of interest?

As to 're-aligning the runway', this can be done
by adjusting FG data/Airports/apt.dat.gz file... 

But to make it 'permanent' - that is not lost in the
next FG scenery generation - you should submit your
changes to Robin Peel - you can find his email
on the X-Plane web page :-
 http://data.x-plane.com/contact.html

And TaxiDraw can be used to fix or add missing
taxiways... and its export then used to again
adjust the appropriate section in the apt.dat
file...

Then you _MAY_ get away with just using the TG
'genapts' tool to regenerate the particular
<ICAO>.btg.gz file... after you have downloaded
the necessary elevation data...

But usually any changes in the apt.dat file will
cause the airport 'cutout' to change in size,
thus you have to redo the scenery tiles
around it, to match up with the new cutout...

And while it is now quite dated, like only mentioning 
the CVS repositories - the git repositories did not exist
