As Anders noted, this is my fault for re-ordering the MP subsystem. Please file a bug in the tracker in the future, for now I've filed this as: http://code.google.com/p/flightgear-bugs/issues/detail?id=164 Editing the -set files is a bad solution, but my 'fix' for the implicit ordering bugs is to make subsystems less inter-dependant, i.e you can restart subsystems or init them in an arbitrary order, without problems. I'll do the analysis to figure out what that might require in this case.
