FlightGear looks once per minute which the nearest METAR station is (from those listed in $FG_ROOT/Airports/metar.dat.gz). If a different station is the nearest, then an update will be made. Otherwise, when the nearest station remains the same, FlightGear will only download a new data set once every 15 minutes. You could only change that in the source code -- it's not configurable in an XML file. But it wouldn't make a difference, anyway (apart from annoying NOAA), because the METAR stations themselves only update around once every 30 minutes, and some even only once per hour or more.
