I'm not sure I fully understand what you're asking for. FOP doesn't do PDF to PCL conversion. If anything FOP generates PDF or (!) PCL. Some elements of PDF 1.4 will be supported by the next FOP release (because of patterns and gradients in SVG, I think). What's the reason you're asking for PDF 1.4 support?
