Longevity on the Internet seems to be an often nebulous thing. How long was Google Code (code.google.com) around? How long did Source Forge last before people started ditching it? The nice thing about chiselapp.com is that it's really just Fossil. If chiselapp.com dies, you still have your source (assuming you clone and sync with chiselapp.com frequently) and it wouldn't take much to find a new host to put it on.
