This doesn't answer any of your questions, but unless you like to write very long commit messages, consider just using the -m option. As in:
fossil commit -m "my commit message is succinct but poignant" That also makes the feedback loop faster for correcting multiple CR/LF files, since it's only [up arrow][Enter] to run the commit again.
