Some one-time converter to migrate 'old' ones to the 'new' ones which
would require people to upgrade their Fossil and forget about backward
compatibility keeping Fossil clean.

I believe that Fossil, by being a single executable easily build-able on
so many platforms, already provides for very easy upgrade so one-time
converter could do it giving users freedom to choose *when* they want
to upgrade.
