I just thought I should post my work-around in case it is useful to
somebody else.

 

The problem was related to Internet Explorer and compatibility-mode as
Warren and Richard predicted.  I wrestled with IE a bit but I couldn't
get a solution that would work consistently.  

 

For reasons I won't get into, it is convenient for me to have IE as my
default browser.  I just had to force Fossil to open under Chrome.  The
ms-dos commands that work for me are:

 

fossil open name_of_repository

"C:\Program Files (x86)\Google\Chrome\Application\Chrome"
http://localhost:8080/home

 

... and Fossil-Wikis work well for me under CHROME.

 

I hope that helps anybody who runs into the same problem as I had.
