I committed some files  with รจ (which is 0xe8) in  them and Fossil shows
the diff between  the files. I do  get a warning that  the file contains
invalid UTF-8 characters when committing,  but it doesn't have a problem
diffing it.

What exactly are the characters (if you can say)?
