Well, I turned on some more boxes to test with and I can only replicate the problem on Gentoo/Linux (using my http://roy.marples.name/projects/dhcpcd fossil repo as a test) using any fossil version in portage. Date stamps are 20130911114349 and 20140612172556. On NetBSD it works fine. Which is odd as two NetBSD devs had the same issue looking at the sqlite3 repo. I'll try and get more data.
