My question would be: why should it? The winsvr subcommand is just a mechanism to create a service which will invoke "fossil server" with the passed parameters. The server subcommand only automatically serves those repositories contained in the named repository. Why should "fossil winsvr" include other repositories when "fossil server" doesn't? (Also, the list of open repositories is a per-user setting saved in a user directory.
