Another, possibly better, option occurred to me. If the webserver supports it, configure it to "pass through" to Fossil and run Fossil in server mode. Essentially, the webserver would be acting as a proxy server for the base URL for Fossil. ( I recall seeing something about how to configure Fossil to operate from behind a proxy)
