Either reading has the same end effect. After the command, the file is
not managed by fossil, whether or not it had been at some point in the past.

More documentation is always welcome. There isn't a strong "house
style", other than what can be gleaned from the existing documentation.
For something like the list of status words, I can see arguments for
either a central document that will land in the /www folder in the
repository, or for extending the help text of the commands that emit the
statements.
Or both, where the command help is terse, and a more complete
explanation that can cover the topic across the several commands can be
in the /www folder.
Either way, I believe Richard will be happiest with a signed contributor
agreement from you on file [1]. The contributor notes all talk about
source code. I don't know how much more relaxed he would be about pure
documentation.
