I'm going to take this in a different direction and suggest that the
*best* Fossil hosting system is Linode (https://www.linode.com/).

Linode is just a generic hosting provider.  For $5/month you can get a
virtual machine that you can ssh into and set up.  This does require
some admin skill, but not that much, especially with Linode which does
most of the hard work for you.  Set up a webserver and create CGIs for
each Fossil repo that you want to host.
